Zambia Road Transport Safety Agency – Lessons learned from the Fleet Safety Management Project in Zambia.
Zambia is a country of over 20 million people, but it continues to record road traffic accidents above 30,000 annually and 2,000 deaths per annum. 90% of these road crashes result from human or driver errors. Most fleet Operators do not have appropriate fleet management systems to manage the risk factors associated with human errors. By undertaking the introduction of Fleet Safety Management (FSM), the Road Transport Safety Agency aims to reduce the 90% of accidents due to driver error to an acceptable figure by ensuring that all commercial fleet operators comply with Fleet Safety and Fleet Risk Management, including Safety Audits.
Commercial Fleet Operators are defined as:
- Passenger Bus Operators
- Freight Transporters, which include Fuel Transporters, Bulk Hazardous Transporters and Goods Transporters
Transporters and Passenger Operators that implement FSM can identify and mitigate safety risks they are exposed to during their day-to-day operation, ultimately improving safety performance.
About the speaker

Allen Mate is the Chairman of the Board of Directors at the Road Transport and Safety Agency (RTSA) in Zambia. He is a retired Mining Engineer who had a distinguished career in the Mining industry and in the cement manufacturing industry. As Board Chair, Allen oversees the strategic direction of RTSA, which was established in 2002 and became operational in 2006 to regulate road safety in Zambia. Allen also led the Lafarge Nigeria and Lafarge South and East Africa Road Safety Projects.
